Transforming a programme of charity to a programme of empowerment
Continuum or Transformation?
It sounds reasonable: after a disaster you provide emergency response for survival, then recovery, then rehabilitation, then development. It is called "The Continuum," and it sounds like a smoothly transitional set of steps (or "gears" in car).
It is not. The transition from providing emergency response (using a charity methodology) to providing development assistance (using an empowerment methodology) is not a neat series of steps in the same direction. It is a radical transformation, almost a complete reversal of methods.
This web site, and all the training documents in it, are dedicated to and aimed at the Empowerment of low-income communities. In so much as the Dependency Syndrome, waiting for outside charity, contributes to the sustaining of poverty, it is seen as the very opposite of empowerment.
Thus, in a post emergency situation, following the very necessary emergency response (which is based upon immediate charity to support survival), a radical transformation of the way assistance is delivered, is necessary. There is no easy indicator of when that should happen, and certainly differences of opinion about both its existence and its timing.
An empowerment methodology is based upon the concept that any organism (cultural or biological) needs to exercise (expend energy) or "struggle" in order to become stronger, whereas if it only lays back and waits for outside help, it becomes weaker.
The needed transformation from emergency response to development assistance, therefore, is not a smooth transition but a radical transformation. It needs a change in programme (the way it delivers its output), and therefore a radical change in its organizational set-up, and a change in the skills and delivery methods of its staff.
The training documents in this module are intended both for mobilzers and their field coordinators, and for managers and boards of assistance agencies. Before a transformation is considered, these documents should provide some issues to consider. Perhaps there should be no transformation.
If an agency does not have a mandate or the capacity to transform itself from an emergency response organization, or if the conditions in a current location (output from the SWOT process) indicate, then it should not be transformed, but it must end its emergency assistance when the emergency is over, and dissolve or move to another emergency location.
The decision to undergo a transformation is not an easy decision, and the process of carrying it through is not an easy thing to do.
The documents in this module will help in making the decision, and in carrying it through if that is the decision.

Kontiuum o Pagbabanyuhay?

Ito ang tinatawag na kontinuum o pagkakatuloy-tuloy,at ito ay mukhang isang maayos na mga pansamantalang hakbang (tulad ng guwanisyon sa kotse).
Subali't Hindi. Ang pagsasalin mula sa pagbibigay ng kagyat o emerhensiyang pagtugon (gamit ang pagkakawanggawang pamamaraan tungo sa pagbibigay ng tulong sa pagpapaunlad (gamit ang metodolohiya ng pagbibigay kapangyarihan) ay hindi isang malinis at maayos na mga hakbang sa iisang direksyon. Ito ay isang radikal na pagbabago o transpormasyon,halos kumpletong kabaligtaran ng mga pamamaraan.
Ang sityo na ito sa "web" at lahat ng mga dokumento sa pagsasanay na nakapaloob dito; ay inilaan at may hangarin sa mga komunidad na mababa ang kinikita. Pagbibigay Kapangyarihan o Kalakasan sa mga komunidad na mababa ang kinikita.Halos ang "Sindroma ng Pagsalig o Lubos na Pag-asa", habang nag-aantay ng kawanggawa mula sa labas,ay nag-aambag sa pagpapatuloy ng kahirapan,ito ay makikita na kabaligtaran ng pagbibigay kapangyarihan.
Kaya't sa isang sitwasyon pagkalipas ng isang emerhensiya at sakuna,pagkatapos ng mga kinakailangang emerhensiyang pagtugon ( na nakabatay sa dagliang kawanggawa upang makapagbigay suporta't buhay),isang radikal na pagbabago ng pamamaraan ng pagbibigay tulong ang kailangan. Walang madaliang pagkakakilanlan kung kailan ito mangyayari at natural ang pagkakaiba-iba ng opinyon tungkol sa eksistensya at kumpas nito.
Ang metodolohiya o pamamaraan ng pagbibigay-kapangyarihan ay nakabatay sa konsepto na ang bawa't organismo (kultural o biyalohikal) ay kinakailangang mag-ehersisyo (gumulgol ng enerhiya) o magpunyagi upang maging malakas,yamang kapag ito ay nakahiga lamang at naghihintay ng tulong mula sa iba,ito ay magiging mahina.
Ang kinakailangan na pagbabago mula sa emerhensiyang pagtugon hanggang pagbibigay tulong sa pagpapaunlad ay hindi isang matiwasay na pagsasalin bagkus ay isang radikal na transpormasyon. Kinakailangan nito ang pagbabago sa programa ( sa mga pamamaraan ng pagbibigay nito ng kabuuang produkto),kung kaya't isang radikal na pagbabago sa kabuuan ng organisasyon,pagbabago sa kakayahan at pamamaraan ng paghatid ng pamunuan ang kinakailangan.
Ang mga dokumento sa pagsasanay sa modulong ito ay ginawa para sa mga taga-mobilisa at kani-kanilang taga-ugnay sa larangan. Ito ay para din sa mga tagapamahala at pamunuan ng mga ahensiyang nagbibigay ng tulong. Bago isinaalang-alang ang transpormasyon,ang mga dokumento na ito ay nararapat magbigay-tuon sa ilang mga usapin.Kung hindi,marahil ay nararapat na walang transpormasyon.
Kapag ang isang ahensiya ay walang mandato o ng kakayahan na baguhin ang sarili mula sa isang organisasyon na nagbibigay ng emerhensiyang pagtugon o kapag ang mga kondisyon sa kasalukuyang lokasyon (kabuuang produkto mula sa proseso ng SWOT) ay nagpapahiwatig ng ganoon,ito ay hindi kinakailangan na magkaroon ng transpormasyon. Bagkus ay nararapat na tuparin ang pagbibigay ng tulong- emerhensiya at lusawin na lamang o kaya ay lumipat sa panibagong lokasyon na may emerhensiya o sakuna.
Ang desisyon na magkaroon ng pagbabago o transpormasyon ay hindi madali at ang proseso ng pagpapatuloy nito ay hindi rin madaling gawin.
Ang mga dokumento sa modulo na ito ay makakatulong sa pagsasagawa ng desisyon at sa pagpapatuloy nito.
