The complete paragraph is as follows: Also known as “core heater”, it is a heating coil inserted in a freeze-out plug of the engine block that penetrates into the coolant jacket. The heating equipment keeps the coolant and block warm, making engine cranking easier.

Freeze plug, expansion plug, core hole plug are all the same.
They seal the casting holes formed by the core risers and come int the form of a dish or a cup, varying in size from 1/2" to 2-1/2". Engine blocks will have 8 to 12 and the head a lesser number.

The technical name is core hole plug, but because they will pop out if water in the engine freezes ( water expands when freezing), they are also known by the other terms.
