Просто замечу:
Если надо и захотят произвести досмотр (так это называется) груза - он будет произведен, независимо от габаритов. И клиента обяжут, если надо. этот груз руками переворачивать - и будет.
"Предварительный осмотр" в таможенном смысле звучит странно. Надо досмотреть груз для пропуска (растамаживания) - это происходит (в порядке очереди, так сказать). Зачес тратить время на какой-то "предварительный осмотр". Это может быть 'visual examination' - с последующим тщательным досмотром. И списки содержимого ящиков запрашиваются вовсе не потому, что "тяжело досмотреть" (это малосущественно, т.к. клиент отвечает за представление своего груза к досмотру), а списки просят, чтобы сличить содержание списка с содержимым контейнера (и соответственно принять решение).
