I've checked dictionaries, glossaries and google and have come up with fore-vacuum, pre-vacuum, fore-pressure, backing pressure and rough vacuum, but I do not know which one to use.
Es geht um Schnellschluss-Vakuumarmaturen, die geeignet sind für Vorvakuum, Hochvakuum und Ultrahochvakuum. Mehr Kontext gibt's nicht. DANKE

rough vacuum
In your context it would be "rough vacuum", in contrast to "high vacuum" and "ultra-high vacuum".

Here a description of a pressure gauge which uses the terms "rough vacuum" and "high vacuum":

The term "pre-vacuum" is used more in the sense of the pumps and processes used in generating a (rough) vacuum.

low vacuum
This, or low vacuum could be another possibility. Depends on the context, though.

: Certainly, though it doesn't have the slight implication (as "rough" does) that the vacuum will be 'hardened' at a later stage. I think "Vorvakuum" does imply this to a certain extent.
