Sentence: 香港很多道路車子都不能通過,香港的交通眞不太好!

2nd Attempt: Hong Kong has many roads, but it is difficult to access them, and the traffic is poor.

Question: What is the meaning and/or use of 都 in this sentence?

there are many roads in HK that are unpassable by car

meaning they are either too narrow for cars to go through(non-thoroughfare), or they are blocked off to motor vehicle traffic(no motor vehicles allowed)

p.s. by no-thoroughfare I don't mean that the roads dead end, but they're just too narrow for cars to get through
