free reserves/unrestricted reserves

English to French Bus/Financial Business/Commerce (general) Etats financiers
Selon les sources, ces deux expressions semblent être soit synonymes, soit légèrement différentes... Il me semble que dans ces deux paragraphes qui se suivent, il faut faire la différence. Qu'en pensez-vous ? Dans ce cas, quels sont les termes à retenir en français ? "Réserves libres" ? "Réserves non affectées ?"

" ** Free reserves** available for use by the Charity are deemed to be those that are readily realisable, less funds whose uses are restricted or designated for particular purposes.
X's reserves policy stipulates that total ** unrestricted reserves ** of 20% of cash expenditures from the previous year are required, not counting the unrestricted but designated funds of the X Foundation."

There is a difference, I believe, between the two:

This is from http://www.cafonline.org/default.aspx?Page=11317 which describes the reserves policy of a charity.

"CAF's total unrestricted reserves include its investments in CAF Bank Limited and Venturesome, which are designated funds and consequently excluded from free reserves."
