If I understand the context correctly, this would correspond to the actual building site.
Inserted into your text:

To me "Grundlagenermittlung" indicates an analysis of where something is being built (its base).
I think "analysis" would also show consistency with the remainder of the sentence (where "Analyse" is used). I do not think "research" is the right word as that would be "Forschung".
