Could this be some sort of "group insurance" cert or am I way off?

The term as it is meant in this particular document seems to be specific to the French system of social security whereby certain "groupements" may be authorised by the state to receive contributions and provide social security type cover to subscribers. Article L752-14 of the French Code Rural gives more info
