Do I understand correctly that the other terms are listed under this one, as in the various fees are listed under this heading?
There might be a better synonym for circumstances, or if you want to take tatbestand more literally, you could try "conditions for fees".
Here are some of the things I found for this:

I have looked up tatbestand in Duden and seen it translated on bilingual websites, however the latter seemed all to be in totally different contexts and not that relevant. There are 3 results for gebührentatbestand on Linguee.de, but two of them seem awkward, and the one reliable one from the EU parliament just translates it to "matter".
