In a document on a road rehabilitation project in the Democratic Republic of the Congo.
Below is the full paragraph under the title of "indicateurs" for the section on "safety/ security conditions".
For "fiscalité sauvage", my first ideas all turn around illegal taxation, illegal taxing, etc. but I am not happy with that. Am I on the right track? Anyone have any better ideas?

"La présence de militaires incontrôlés dans les territoires concernés par les travaux de réhabilitation est un premier indicateur. Il est documenté par le témoignage des camionneurs et commerçants eux mêmes, de même que le second indicateur, qui est la pression « tracassière » qu’ils subissent (c’est à dire la fiscalité sauvage)."

PS Any original suggestions (I'm not satisfied with what my dictionaries propose!) for "tracassière" would also be welcome.

I would think "illegal taxation" would be just fine (this is what the Oxford Superlex gives), but if you are uncomfortable with that one, how about "illegal tax collection"--after all, this is not about a whole process, but rather some "freelancers" out there demanding "taxes" (really a form of armed robbery)?
