'to stagger' vuol dire barcollare o muoversi traballando.
Se qualcosa è 'staggering', ci fa fare quel tipo di movimento perché siamo talmente sorpresi e scioccati che non si può più camminare in modo normale (diciamo). Quindi, 'a staggering event' è un evento che ci colpisce molto. Quì invece, si parla (presumo) delle spese (overheads) di produzione o di gestione di una fabbrica o di qualche attività.
