Below is an extract from the content of section "statement of the facts" in the Arbitrator's decision:

"The Employer operates a reduction facility located in the Dalles, Oregon. James N, the Grievant, was employed at the casthouse at the facility as a casthouse assistant. The Union represents the hourly employees at the facility.

At approximately 10:30 AM on August 23, 2001, P C arrived at the Employer’s personnel office. C is a certified drug screen collector with Mid-Columbia Medical Center in The Dalles. She had conducted random drug screens for the Employer a number of times and on this date, she followed her usual procedure."
