: I still would not go with EITHER answer without context. For me "level two" is not universally acceptable, and it doesn't really MEAN anything...if it's really supplemental, we should say so, and if it's "not as good" likewise we should say so.

Totally agree with Terry\'s comment on second-class. As this term has been widely used in the Chinese univeristies, where there are several divisions of schoolships. For example, the students of first division receive 1000 dollar per year, while those of the second division receives 500 dollars. I guess this is another Chinese saying.

If this is US English, "second-class" sounds derogatory, as if this is not as good a scholarship as another one. (cf."second-class citizen", etc.) But I'm not quite sure what the Chinese meaning is without more context.
Is this perhaps a supplemental scholarship? More context would be MOST helpful!!
