Just read some pages of the paper.
It is basically based en American standards.
When they wrote it they introduced words used by Venezuelan engineers.
For example they translated "required strength" as "factores de mayoración".
They published a sort of lexicon explaining the meanings of technical words used in your context.
I think you should restrict these questions to people living in Venezuela. Good luck, :-)

Here's another sentence with a little more context:

Can you tell us briefly what this 'interconnection' is/does/looks like? And what is/are 'interconnected' by it? (It's not that I haven't a clue what it is or does, but it would be helpful to have confirmation before answering.)
