Tech/Engineering - Engineering: Industrial / Wastewater Treatment
German term or phrase: fester Untergrund
"Öl- und Chemikalienbinder: fester Untergrund, schwimmfähig"

This comes under a list of products for wastewater treatment, no more context than that, and none of the words appear elsewhere in the document. I'm wondering if this is some kind of undercoating for the treatment tank? Thanks in advance for any input.

solid surfaces
Explanation:
So the schwimmfähige binding agents can be used for gunge which floats on water and also for oil/chemicals on solid surfaces, e.g. industrial floors, roads, docks, piers, decks, tanks ...

At least that's the only sense I can make of it. Either that or they are schwimmfähig after they have absorbed the oil and can therefore be skimmed off the surface after doing their job.

Not sure I explained that very well. Blame the beergarden weather...

solid substrate

Explanation:
I'm thinking of a solid porous substance as described below - albeit in a slightly different context.
