is exactly the intended meaning of this clumsy (or Machine Translation?) from some Slavic language; it sounds to me like a word-for-word translation from Serbian, although it's probably from some other Slavic language;
reality check: when some machinery is delivered, no one is going to make the delivery vehicle wait until the machinery is started and all its functions are tested before accepting the delivery. What this clause is saying is that "as far as it is possible to see it, there should no obvious defects"
as you got there first, could you propose it as your answer?
