JUNTA DE COMPENSACIÓN: Sistema de actuación urbanística, por el que se da una importante participación de los propietarios, pues éstos, constituidos en junta de compensación, son los que, aportando los terrenos de cesión obligatoria, realizan a su costa las obras de urbanización bajo la vigilancia de la Administración.

There is no equivalent whatsoever for this in the English-speaking world.
I have translated this term a zillion times and always put 'compensation board' because there is no obviously better translation.
It has nothing in principle to do with expropriation. It occurs in multiple land development contexts.
Having said that I am pretty sure there is no better translation.
