Explanation:
I'm guessing that this is like when you have a crate or some boxes and using a ... "giant saran wrap machine" to wrap them all up. This prevents the boxes from falling in transport (would be very important on roads there), and keeps them all on the crate they were loaded onto.

So, I'm not sure how this ends up to them weighing it. Perhaps instead of counting items, if you know approximately what the crate and other stuff weighs, then you can charge by weight?

Maybe something like that ...

Zinc oxide itself can be a tape on a roll. The buyer would want to pay only for the net weight of the product, not including the metal core.
