tutorial school Explanation: Nope, this ain't a department or anything or that sort. It's basically a tutorial school where children, who are either slow learners or who want additional instruction to keep up, go after regular school hours. These are prevalent in Asian countries like Singapore, Taiwan and Japan where the drive to excel force children (or mostly their parents) to seek additional instruction. I suggest avoiding the literal translation of 'uchrezhdenie dopolnitelnogo obraz-ia i vneshk-oi raboty' and simply go for the succinct yet exact translation: tutorial school.
