AV is apparently an important customs regulation: "Goederen die afkomstig zijn uit niet-EU-landen kunnen in de Europese Unie hersteld, verwerkt of bewerkt worden en daarna weer uitgevoerd zonder dat in de EU invoerrechten, handelspolitieke maatregelen of BTW van toepassing zijn." But does anyone know what it is in English please? Also schorsingssysteem?

Inward processing [permit] - duty and taxes exemption rule/system
Actieve veredeling = Inward processing, as rightly identified by Adam, but requires a permit issued in the EU country to which the product/raw material is imported temporarily to be processed to improve it [veredeling], in order to be able to invoke the schorsingssysteem = exemption of duties/taxes/trading requirements
