This is more a gut feeling than anything else, really. The little information that I found makes me believe that "Strukturprofessuren" are the regular faculty, maybe versus extra ones added if there is some kind of financial windfall. But I haven't found a true English equivalent yet. Maybe this helps?

Der Entwurf, der an die Mitglieder des Zentrumsrates verteilt wird, stellt den geplanten Stand der Strukturprofessuren der Charité im Jahre 2010 dar. Zusätzliche Professuren (Stiftungs-professuren, aus Mitarbeiterstellen generierte Professuren) sind nicht enthalten.
2010 sind für die Charité 71 C4/W3, 84 C3/W2 und jeweils 10 zusätzliche Professuren für einen Innovationspool geplant, insgesamt also 155 Professuren.
