Тем более, что сам текст не о наркоманах, а скорее о "побочных жертвах наркомании"(СПИД). Скорее всего, имеют в виду не столько лечение этих несчастных, сколько стремление прервать эту жуткую цепь: уколы-инфицирование-болезнь-дальнейшее распространение. При этом в борьбу вовлечены не только наркологи(и не столько), как милиция, педагоги, журналисты,пр.
