Source text - Afrikaans Dis weer tyd om ons dokumente vir ons belastingopgawes agtermekaar te kry. Dit blyk egter uit informele gesprekke dat belastingpligtiges toenemend swaar sluk aan hierdie verantwoordelikheid en metodes soek om belasting te ontduik. Dit is sekerlik niks nuuts nie, en sal altyd so wees.
Maar ek bespeur ’n onvergenoegdheid, nie soseer met die belastingplig as sodanig nie, maar met die nakoming daarvan in ons huidige politieke opset. My waarneming is uiteraard nie wetenskaplik nie. Dis nogtans insiggewend om na die redes vir die onvergenoegdheid te kyk. Dit behoort as waarskuwing vir die owerhede te dien. Die wegkalwe van die vertroue van die 6 miljoen mense wat die staatskas voed, hou niks goeds in nie.
Uit onvergenoegdheid wil party belastingbetalers protesteer teen die regering en staatsdiens se pligsversuim en ongeërgdheid, en hulle meen geteikende belastingontduiking is eties regverdigbaar al is dit ’n strafregtelike oortreding. Of hulle die daad by die woord gaan voeg, is natuurlik ’n ander saak. In die kassie hiernaas is twee voorbeelde van belastingbetalers wat twee regverdigingsgronde vir belastingontduiking aanvoer.
Eerstens word openbare geld deur bedrog, korrupsie en vermorsing as ’t ware oop en bloot gesteel. Daar is ’n rowersklas wat klaarblyklik straffeloos ’n loopbaan daarvan maak om staatsgeld te jag, of uitspattige lewenswyses te subsidieer. Geldmors en diefstal beloop na raming tussen R30 miljard en R40 miljard per jaar.
Waarom sou ’n stelsel wat van jou vereis om rekenskap van elke sent inkomste te gee, maar met die ander hand jou geld in ’n swart gat laat verdwyn, vertroue en lojaliteit verdien?
In een provinsie, Noordwes, word ál 24 munisipaliteite weens korrupsie en wanbestuur ondersoek.
Translation - English It’s that time of year when we need to get our income tax documentation in order. It seems that, increasingly, tax payers are finding it harder to face up to this responsibility and that more of us are looking for ways to evade tax. Surely this is nothing new and will always be the case.
But I have noticed a dissatisfaction, not necessarily with the duty to pay tax, but with compliance in our current political set-up. My observations are evidently not scientific. It is nevertheless enlightening to look at the reasons for this dissatisfaction. It should act as a warning to our authorities. The erosion of trust of the 6 million people who feed the state coffers does not bode well.
It is dissatisfaction that makes some taxpayers want to take a stand against the government for its failure to meet its obligations and its attitude of nonchalance, and they believe that targeted tax evasion is ethically justifiable, even if it is a criminal offence. Whether they will go that far is another matter. In the box below are two examples of taxpayers who give two grounds for tax evasion.
In the first instance, as a result of fraud, corruption and waste, public money is almost openly being stolen. There is a class of thieves who, apparently without punishment, are making a career out of chasing public funds, or are subsidising their extravagant life styles with taxpayers’ money. Waste and theft amount to an estimate of between 30 and 40 billion Rand per year.
Why should a system, that on the one hand requires you to account for every cent of income but on the other, allows your money to disappear into a black hole, earn trust and loyalty? In one province, the North West, all 24 municipalities are being investigated for corruption and mismanagement.

Source text - Afrikaans Kaapstad – ’n Nuwe antidepressant wat die liggaam se sirkadiese ritme sinchroniseer, is pas in Suid-Afrika bekend gestel. Agomelatine is ’n nuwe soort behandeling wat die melatonienreseptore in die brein stimuleer, terwyl ander middels die chemiese wanbalans herstel.
Sirkadiese ritmes is fisieke, psigiese en gedragsveranderings wat in ’n siklus van 24 uur voorkom en hoofsaaklik deur lig en donker veroorsaak word.Navorsing het getoon disfunksie van die ritme word met depressie, abnormale slaappatrone, moegheid en gemoedskommelings in die dag verbind.
Die nuwe middel, van Servier Laboratories, lui volgens Franco Colin, ’n psigiater, ’n nuwe era in die behandeling van depressie in, veral waar bioritmes ter sake is en mense nie op ander behandeling reageer nie. Van die voordele is dat seksuele disfunksie nie weens die middel ervaar word nie en gebruikers ook nie gewig optel nie.
Agomelatine bevat ’n chemiese samestelling van melatonien (dit is melatonergies van aard), ’n hormoon wat betrokke is by die liggaam se interne “horlosie”. Dit word afgeskei wanneer dit donker is en is by die regulering van slaap betrokke.

Translation - English NEW ANTI-DEPRESSANT DRUG IN SA
Cape Town – a new antidepressant that synchronises the body’s circadian rhythm has just been released in South Africa. Agomelatine is a new sort of treatment that stimulates the melatonin receptors in the brain, whilst other drugs restore the chemical imbalance.
Circadian rhythms are physical, psychological and behavioural changes that happen in a 24-hour cycle and that are primarily caused by light and dark. Research has shown that the dysfunction of this rhythm is associated with depression, abnormal sleep patterns, tiredness and mood swings.
According to Franco Colin, this new drug, made by Servier Laboratories, heralds a new age in the treatment of depression, especially when it comes to biorhythms and where patients have not responded to other treatment. One of the advantages is that this drug does not cause sexual dysfunction and that users don’t put on weight.
Agomelatine contains a chemical composition of melatonin (it is melatonergic by nature), a hormone that is related to the body’s internal “clock”. It is released when it is dark and is involved in the regulation of sleep.
Colin did say that this does not mean that melatonin supplements would have the same result as this product. “Agomelatine is a Schedule V prescription drug which can only be prescribed by a medical doctor. Melatonergic is a medico-scientific term which refers to the way it works in the brain and does not mean that it is in any way equal to or interchangeable with melatonin.
