Source text - English Cameroon: Abduction of expatriates in Extreme North region reflects escalating regional kidnapping threat
CONTROL RISKS: Gunmen kidnapped seven French tourists, including four children, in Dabanga (Extreme North region) on 19 February. Media reports indicated that the victims, who were returning from a visit to the Waza nature reserve, were abducted by gunmen on motorbikes and taken towards the Nigerian border.
• The identity of the attackers remains unclear. Although kidnaps-for-ransom are relatively commonplace in Extreme North region, kidnapping gangs generally operate along the Chadian – rather than the Nigerian – border, targeting local businessmen and traders. In this case, the abduction may have involved a cross-border incursion by a Nigerian Islamist militant group – which would be the first incident of its kind. Both Islamist sect Boko Haram and breakaway group Ansaru are credible perpetrators.
• The growing transnational dimension to Nigerian militancy, which links into foreign participation in counter-terrorism efforts in the Sahel/Sahara, is creating evolving security threats to foreign operators. Equally, rising militancy has caused a broader deterioration in the security environment in some areas, fuelling criminality. Businesses operating in northern and central Nigeria – as well as areas that border on northern Nigeria – will need to review their threat exposure, and adapt security measures and plans accordingly.
• We expect further kidnaps and terrorist attacks to target symbols of the international presence in northern and central Nigeria, while the latest abduction has also elevated cross-border threats. Remote towns, project sites and roads are exposed to the greatest threat, along with cities with an established militant presence. The threat of a sustained Islamist militant campaign in southern Nigeria and Cameroon remains low, though an isolated bombing attack in southern Nigeria appears credible.
• A bombing attack in southern Nigeria would present considerable operational challenges to the Islamists, who lack southern networks or familiarity with the territory, and would have to travel considerable distances. However, the Islamists' growing intent and capability, and the absence of a watertight national security framework, underlines this latent threat. Local criminal gangs – rather than northern Islamist groups – will continue to pose the main kidnapping threat in southern areas of Nigeria.
Islamist conundrum
Boko Haram's stronghold is in Nigeria's Borno state, which borders on Extreme North region. Militants frequently cross the frontier to evade security forces, purchase arms and attempt to recruit forces. However, the sect has previously distanced itself from kidnapping and has never orchestrated an attack outside Nigeria. Ansaru has been implicated in a string of high-profile expatriate abductions in northern Nigeria over the past two years, but lacks networks around the Cameroonian border.
Kidnapping in northern Cameroon
Periodic cross-border kidnaps have been recorded in northern Cameroon by groups operating out of Chad and the Central African Republic (CAR). The most recent recorded incident occurred on 24 September 2012 at the Garoua-Boulai border post (East region), where CAR-based gunmen seized four Cameroonians and two Chinese nationals. The Cameroonian victims were released in early November 2012, but the fate of the Chinese nationals remains unknown. The kidnappers demanded the release of two prisoners who had been detained by the Cameroonian security forces, though it remained unclear if any concessions had been made.

• L’identité des ravisseurs reste toujours inconnue. La menace d’une campagne soutenue de militantisme islamiste au Sud du Nigéria et du Cameroun reste faible, bien qu’une d’attaque isolée à la bombe au sud du Nigéria semble crédible.

L’énigme islamiste.
Les bastions de Boko Haram sont dans l’Etat de Bornéo, une région limitrophe à la région de l’Extrême-Nord du Nigéria. Les militants traversent régulièrement la frontière pour échapper aux forces de sécurité, acheter des armes et tenter de recruter du personnel. Cependant, la secte a pris ses distances avec les enlèvements, et n’a jamais orchestré d’enlèvement hors du Nigéria. Ansaru a été impliquée dans une série d’enlèvements d’expatriés prestigieux dans le Nord du Nigéria au cours des deux dernières années, mais ne dispose pas de réseaux autour de la frontière camerounaise.
Prise d’otage au Nord du Cameroun
Le Cameroun a enregistré des enlèvements périodiques transfrontaliers effectués par des groupes opérant hors du Tchad et de la République Centrafricaine. Le dernier incident en date a été enregistré le 24 septembre 2012 au poste frontalier de Garoua-Boulai (à l’Est), où des hommes armés centrafricains ont enlevé quatre Camerounais et deux ressortissants Chinois. Les victimes camerounaises ont été relâchées en début novembre 2012, mais le sort des Chinois reste encore inconnu. Les ravisseurs ont exigé la libération de deux prisonniers détenus par les forces de sécurité camerounaises, bien qui ne nul ne sais si des concessions ont été faites.

Je travaille en ce moment à temps plein (ou plus précisément les 2/3 du temps) pour le département de la Sûreté d'une compagnie minière opérant en Afrique de l'Ouest, ce qui me laisse le temps d'offrir parallèlement mes services d'indépendante.
