Though triggered by the need to devise an exit strategy from the Iraqi quagmire, the Iraq Study Group’s grim report is a devastating indictment of the Bush administration’s entire foreign policy. The report challenges the core principles of a faith-driven administration and of a president whose political gospel led him to a sharp departure from the culture of conflict resolution in favor of a crusade based on raw power.
A war that cannot be ended is sometimes worse than a war that is lost. Therefore, the Iraq report is more than a plan to rescue Iraq; it is a road map for extricating America from the mayhem of an unwinnable war. However much the study group shunned recommendations for a precipitous withdrawal, and avoided strict timetables for disengagement, their report is not only an unequivocal repudiation of Bush’s “stay the course” obsession, but also a counsel to cut and run.
Indeed, there is no realistic chance that the Iraqi army and police will be able to take over combat responsibilities and effective policing any time soon. The entire security apparatus in Iraq is corrupt and infiltrated by insurgents. Nor is it at all clear to what degree the Iraqis retain a stake in the idea of a united Iraqi state worth fighting for. The report practically calls for ending all support to the Iraqi government if it fails to assume its responsibilities.

Kljub temu, da je bila študijska skupina za Irak ustanovljena z namenom poiskati strategijo za izhod iz iraške godlje, je njeno sila neprijetno poročilo uničujoča obtožba za celotno zunanjo politiko Busheve administracije. Poročilo postavlja pod vprašaj temeljna načela od vere vodene administracije in predsednika, ki ga je politični evangelij oddaljil od omikanega reševanja konfliktov v križarsko vojno utemeljeno na goli sili.
Vojna, ki se ne more končati, je včasih hujša kot vojna, ki je izgubljena. Zato je poročilo o Iraku veliko več kot zgolj načrt, kako rešiti Irak. Gre za kažipot, ki naj bi ZDA pripeljal ven iz labirinta vojne, ki je ni mogoče dobiti. Študijska skupina se je sicer izognila tako priporočilom za umik ZDA iz Iraka kot tudi natančnim rokom glede konca posredovanja v Iraku. During the nearly three decades since the “one-child” policy was introduced, live births have dropped from 22.5 million per year in the early 1980’s to around 16-17 million by the middle of this decade. Moreover, with the number of elderly growing as a result of rising life expectancy, this low birth rate has pushed the share of those aged 65 and above from 4.9% of the total population to 7.7%.
According to the United Nations Population Division’s (UNPD) “medium-variant” projections, without reform of the “one-child” policy, the share of China’s population aged 15 and below would decline from 24.8% in 2000 to 15.7% in 2050, while the share of those aged 65 and above would soar from 6.8% to 23.6%. With fewer children to replenish the workforce, the working-age cohort of those 15-64 years old would shrink from 68.4% to 60.7%. The elderly would thus account for a far greater share of China’s population than in other large emerging economies, such as Brazil, India, Indonesia, and Mexico.

V skoraj treh desetletjih politike enega otroka je število živorojenih otrok padlo iz 22.5 milijona letno v zgodnjih 80h prejšnjega stoletja na 16 ali 17 milijonov v prvi polovici tega desetletja. In ob dejstvu, da se je zaradi daljše pričakovane življenske dobe povečalo število starejših oseb, je nizka rodnost v istem časovnem intervalu povečala delež starejših od 65 let v celotnem prebivalstvu iz 4,9 odstotka na 7,7 odstotka.
Po povprečni projekciji, ki so jo pripravili v Združenih narodih-Population Division, bi se brez reforme politike enega otroka delež prebivalstva mlajšega od 15 let v obdobju med letoma 2000 in 2050 zmanjšal iz 24,8 na 15,7 odstotka, medtem ko bi delež starejših od 65 let poskočil iz 6,8 na 23,6 odstotka.
