I can think of the same expression being used in other languages but in English the correct way would be to phrase it as "in the next quarter, in 2023". This indicates both the next quarter and the fact that the next quarter is in the year 2023.

The next quarter
Obviously it would be 'next quarter' because further can never be used as 'last' in any sense.
Discussion
Though, if I had to take a guess, I would say "further into 2023" (i.e., well into the year =2nd/3rd Q, but only IF "further" is not a typo for "fourth").
I don't believe "next" is intended at all and it's unlikely to be a typo for "first"
