I'm translating educational certificates (from Togo and Benin), and "vu les arrêtés" is repeated many times. I can find "vu les arrêtés/la loi/le décret..." thousands of times, but I can't find the English equivalent. Here's the context:

Le Directeur des examens et concours
Vu les arrêtés No. 379, 380,...
Vu l'arrêté No: 42 du 14 septembre...
Vu le procès-verbal en date du...
Atteste que [nom] né(e) le...
ayant subi avec succès l'examen du C.A.P.
a été jugé(e) apte à obtenir le Certificat....

So what is "vu les arrêtés/le procès-verbal"?

I tend to use "whereas" but I've also seen given. I think that "whereas" is better, personally. Try to do a search of past Kudoz using just "vu" - I'm almost positive that you'll come up with quite a few hits.

  -> Shareholders resolutions or contracts or legal documents ... "pursuant to" seems like a fine choic in this case.

agree  writeaway: this was it-I've never seen this translated as 'pursuant to' but that's the way things can go....... considering was also possible......
