Varying combinations appear throughout the text. I assume "jumelage" refers to some physical aspect of how the ATM is set up, since the rest of this section deals with installation. But later, I find:
"jumelage cheques et relevés envoi selon format poste-lettre"
which I understand to mean both are put together and sent out in the same evelope, depending on their format.
Is there any connection between these "jumelages"?

For your ATMs I'd say it means they have two in the same place (high density of use) - twinned, double???
I suspect though that "jumelage" in your text refers to different things in different places.
It might refer to the agreements different banks have to allow clients to withdraw from partner banks' ATMs without being hit hard in the wallet, or to the "merging" of two different accounts into one (my bank merges my Codevi and Fidelité accounts, on which the interest percentages are different, together, referring to this as "jumelage").
