the equivalent mark out of 20
Laurel's explanation is perfect - . But just wanted to try and get into the expression the fact that it is not originally a mark out of 20.
Phrase would thus read 'The equivalent mark out of 20 (original mark out of in the questionnaire) is given to facilitate.....'

scaled to a maximum of 20
When I was in school (many years ago, it's true ...) we talked about scale(d) marks when the results with dîfferent maxima were adjusted to the same range.

grade/mark rescaled to a basis of 20 points (out of 20)
Hello,
ramenée = rescaled (not just "scaled")
sur 20 = to a basis of 20 points/ out of 20
I hope this helps.
