Apparently an incorrect translation (and to make things worse, the gazette reference is wrong).

Een zaak waarin het privacybelang zoals neergelegd in art. 8 EVRM in het geding was, betreft het arrest op grond waarvan verzekeraars verplicht worden geacht gegevens aan de belastingdienst te verstrekken over Personen die een pleziervaartuig bij hen hebben verzekerd. De Hoge Raad
beschouwt art. 49 lid l Awr als een gerechtvaardigde beperking van art. 8 lid l EVRM, op grond van art. 8 lid 2 EVRM.22

Van Dale gives 'pleasure craft' for 'pleziervaartuig', with 'pleasure boat' and 'yacht' as secondary translations. Particularly in a formal context, I'd stay with 'pleasure craft', since (for example) a motor cruiser is a pleasure craft but not a yacht.
