Apparently an incorrect translation (and to make things worse, the gazette reference is wrong).

beschouwt art. 49 lid l Awr als een gerechtvaardigde beperking van art. 8 lid l EVRM, op grond van art. 8 lid 2 EVRM.22

Van Dale gives 'pleasure craft' for 'pleziervaartuig', with 'pleasure boat' and 'yacht' as secondary translations. Particularly in a formal context, I'd stay with 'pleasure craft', since (for example) a motor cruiser is a pleasure craft but not a yacht.
