Magari puoi girare la frase, dicendo che questa tasse è imposta perché le autorità locali non ricevono le tasse che normalmente gli utenti pagano quando acquistano gas ed elettricità ecc....

volendo girare la frase, pero', mi e' venuta in mente quest'alternativa: (la tassa e' imposta) per compensare il mancato percepimento delle imposte...
