I'd go for 'encumbrances' over 'liens' because it's more common in this context, and broader as a concept, since we don't know specifically if the encumbrances in question are mortgages, liens, security interests or some other kind of encumbrance. "Properties" is fine for 'real property' which is what this is, since they are talking about a number of plots or buildings.
