from an annual report by a large company, appears in the phrase
'****** sin dal 2004 ha fatto propri i contenuti sostanziali degli obiettivi di economicità' talking about improved efficiency and lower labour costs (no surprise there)

I'm not sure if the 'propri' refers to the company having 'made their own' the cost-savings or should be seen as an adverb - 'exactly' 'precisely' these savings

It's an adjective.

The adverb would be "proprio" but that makes less sense in this context: "fatto... i contenuti" is an inappropriate collocation for the fairly rhetorical register of the Italian (something like "implementato... i contenuti" would perhaps be possible).
