It is from the safety instructions for a machine tool. The section the term comes from talks about the precautions to take while tuning and operating the machine.

The term appears in this sentence:

"Los interbloques y desembarques de seguridad dispuestos en los volantes, deben encontrarse en posición antes de poner en marcha la máquina."

The preceding and following sentences are about other things.

Now that I've thought this through, I think that may be a typo for "desembrague". Would that be a possibility?

"Desembarque" actually means "unloading", but that doesn't make sense. They probably mean "safety interlocks and guards"

I also thought that it might be a typo for "desembrague", but whether it actually is or not, I'm not sure (that's why I asked the question). But if "unloading" doesn't fit here--as you suggest--then I suppose it probably is "desembrague".
