in Italian, as well as in French, the expression is also used with horses and this results to be the best way to translate it, both from a "material" and a metaphorical point of view

The literal translation would "the escape forward" which would be best rendered as "fleeing forward". That is right, instead of solving existing problems Chavez prefers to create new ones in the hope that old problems are forgotten.

I think your original ought to be : "la fuite EN avant".
There are two possibile meanings. One describes the acceleration of a process you can do nothing to prevent, even if this is dangerous. The second meaning describes a situation where a person choses to avoid addressing a difficulty or problem head on.
Two meanings suggested by my Petit Robert 2009 :
1 : accélération d'un processus (politiuqe, économique) jugé nécessaire bien que dangereux ; fait d'accompagner une évolution que l'on ne peut contrôler.
2 : (fig) action de se dérober (à une difficulté, à un devoir).
