clearing house/l.a. clear L.A Clear Explanation: c'est un service et un programme californien The CJPO completed a concept paper proposing the creation of the Los Angeles City/County Community Law Enforcement and Recovery (CLEAR) Program. -------------------------------------------------- Note added at 13 mins (2009-11-25 14:27:14 GMT) -------------------------------------------------- idem pour Clearing House COMMENTS : 1)Author's Statement . According to the author, "The LA Clearinghouse was established in 1991 to ensure officer safety and operational efficiency by providing advance technology, intelligence, and advanced information sharing to all law enforcement agencies. "The LA Clearinghouse contains the following components: Research and Analysis Unit, War Room, Intelligence Watch Center, and Special Operations Center. These units serve to strengthen law enforcement, including federal, state, and local drug task forces; combat drug- related violence; disrupt criminal organizations; and arrest and prosecute the leaders of illegal drug syndicates. "Before the establishment of LA Clearinghouse, there was no centralized agency equipped to coordinate enforcement actions or organize criminal intelligence information among the 24 counties, 378 agencies, and task forces in the Los Angeles, Central Valley, and Bay Area High Intensity Drug Trafficking Areas. A lack of communication and coordination caused law enforcement agencies to become involved with the same suspect, or to interact with someone later determined to be an undercover officer from another law enforcement agency. This confusion only served to compound an already dangerous situation. "The LA Clearinghouse is an innovative program that has been entirely grant-funded by OCJP. AB 1812 provides for the funding of 65 permanent positions in the LA Clearinghouse, which will ensure continuation of this important program essential to statewide law enforcement." |
