Ja bym przetłumaczył "zarządzał ryzykiem portfela transakcji". Można by ewentualnie dodać "w toku" lub "aktywnych transakcji" (tj. nie zakończonych, wymagających rozliczenia). Bez kontekstu zakładałbym, że człowiek pracował w treasury i pilnował tego by w banku nie było nadmiernej ekspozycji na waluty lub na instrumenty pochodne, lub by nie dokonywać zbyt dużych transakcji z ryzykownymi klientami.
