Simply put לקוט פרסומים - and you may or may not be surprised to know that it is usually translated as Yalkut Pirsumim - although there are some who prefer to refer to as "Government Gazette" (with or without the 'Yalkut Pirsumim' in brackets).
I assume that you realise that the תשס"ח is the year.
