Service Civilian Court
The Service Civilian Court replaces the three separate systems (for each of the armed services) of Standing Civilian Courts which were previously established in Germany, Belgium, Holland and Cyprus.[8] The Court has jurisdiction over offences against service law which have been committed outside the British Islands by a civilian who is subject to service discipline, and which, if they had been committed in England and Wales, could be heard in a Magistrates' Court. Serious offences which, if committed in England and Wales, could only be tried by a Crown Court must be dealt with by the Court Martial.[9] The Service Civilian Court consists of a Judge Advocate sitting alone.[10]

Appeals from the Service Civilian Court lie to the Court Martial. An appeal is dealt with by the Court Martial by re-hearing the charge or decision on punishment.[13]

Не знаю как правильно называть данный судебный орган. Это явно не военный трибунал. В Википедии указывается одновременно на "штатский" и "военный" элемент данного суда.
может быть, Гражданский суд при ВС Великобритании? А как быть с "Service"?

Получается, что первоначально по каждому из трех видов войск (each of the armed services) был свой Standing Civilian Court, которые позже были заменены одним Service Civilian Court для всех вооруженных сил (service). Думаю, что Service в данном контексте следует перевести «Вооруженных сил».
Перевода для Service Civilian Court или Standing Civilian Court не нашла, зато есть вот что:

"service-wide" значит "общий для всех вооруженных сил"; раньше было 3 Standing Civilian Courts (для каждого вида ВС свой), теперь их объединили в один общий Service Civilian Court

а что нам дает "wide"? В официальных документах Министерства обороны говорится, что рассматривает ТОЛЬКО дела с участием <b>relevant civilian</b>, данный термин определен как <b>civilians subject to Service discipline</b> |

Вы правы насчет "гражданского" суда. Тут были бы возможны варианты.

Хотя, ладно. Только Вам. Делается это также, как в тексте "Ответа."
Небольшая поправка к ocean122 "постоянно действующий суд для гражданского персонала ВС" или что-то в этом роде, но не "гражданский суд".
Service Civilian Court первоначально назывался Standing Civilian Court. Если бы вам представилось переводить это название, стали бы вы пытаться перевести "standing civilian"?
Коллега, технически, Вы, пожалуй, правы. А как иначе, если в русском нет аналога термину "service civilian?"
Rules of evidence
34. The rules as to the admissibility of evidence before the SCC are governed by Part 12 of the SCC Rules. The rules of evidence applicable in a trial on indictment in England and Wales generally apply39, but there are procedures which are particular to the SCC. The following paragraphs summarise a few of the important differences to the civilian system.

Итак, service civilian - это "гражданский на военной службе". Отсюда названия для этих специализированных судов. Это не гражданские суды и уж тем более не суды по гражданским делам, т.к. дела они рассматривают, в основном, либо уголовные, либо административно-дисциплинарные. Разводы и раздел имущества - это не их компетенция, как я понимаю. Я еще раз прошу вас подумать о том, к чему вы относите civilian. На мой вгзгляд (100% уверенность) - это существительное, а не прилагательное
