the context is clearly about ... ... taxes only (as a source of public finance / govt's revenue). Правда, «на высоком уровне» можно понять двояко: речь либо о том, что собраны ВСЕ начисленные и ПРИЧИТАЮЩИЕСЯ налоги, т.е. их собираемость (collection rate / collectability) улучшилась по сравнению с предыдущими периодами, либо о том, что начислено СУММ налогов больше, чем раньше. Первый сценарий возможен, если изменения коснулись того раздела Налогового кодекса, который регулирует вопросы налогового администрирования (tax administration); а второй – при концептуальных изменениях налоговой системы на уровне ставок, вычетом и пр.

Bottom line:
Scenario 1: Improvements in the tax law led to a better / higher tax collection rate («rate» в смысле «собираемость», а не «ставка»).
Scenario 2: Improvements in the tax law led to larger tax collection numbers.

'Collection of taxes' is just... ...a way to ensure 'наполнение бюджета'. Another way is to take loans (from IMF, etc.). Or simply to print money.

A ViBe suggests, you might do better to forget about "budget" in this sentence. As long as it's talking about a national government budget, you can say something like:

"Improvements in tax laws yielded substantial government revenue in January-May 2013."

Or, if you're worried about gov revenues that might not be counted in balancing the budget, still:

"Improvements in tax laws yielded good performance on the revenue side of the budget in January-May 2013."


Or, "substantially higher" (than before), if you want to embellish it.

As tax revenues play the main role in budget replenishment of every state, the role of business companies as taxpayers in achievement of macro-indicators which are laid down in the adopted budget is difficult to overestimate.

In practice, filling the budget gap means either raising in govt. revenues or reducing in govt. expenditures or both
neutral ViBe : "gap" between what and what? I don’t see any gap mentioned in the context. Besides, "бюджет" in this context means "public coffers" / Then your understanding of this context is just plain wrong, I'm afraid: there’s no talk of gov’t spending here.

It's the gap b/w govt. spendings and revenues. The source word 'наполнение" implies a 'filling the gap' and the more that gap is filled the greater a govt. budget is raised by filling the existing budget gap.

Throwing in my two cents, while still supporting Rachel’s development of my original idea (see my comments and discussion posts).

My shot at the sentence:
Better tax laws / improvements in tax legislation helped improve TAX COLLECTION / helped better FILL PUBLIC COFFERS / helped boost TAX REVENUES between January and May 2013.

Something along these lines...
