In different languages, this concept of 'leading role in solving the local population's problems', organizing, supplying finances, you name it, are expressed in various differing names. I am sure that the "Local Authority" in the question was equal to local councils, or city councils, and that's usually called and referred to as 'de Gemeent' in the Netherlands, no need to translate it word-for-word. Lokaal is local, but no need ... Not really about giving good counsel by the council, 'tanács' in Hungarian in both nominal forms and as a base for the verb as well. But the Dutch call it 'the local authorities'

In Nederland lopen ouderschapsbeoordelingen meen ik via het Bureau Jeugdzorg.
Bureau Jeugdzorg is een Nederlandse zorginstelling voor de jeugd met zowel vrijwillige zorg als verplichte hulpverlening en begeleiding.

Het bureau heeft in 15 regio's hoofdlocaties plus nog verschillende sublocaties.
