German term or phrase: Durchschnittsbildung
Weder die implizite Berechnung über die Taylor-Regel noch eine Durchschnittsbildung über einen längeren Zeitraum erscheinen zufriedenstellend.

I'd appreciate any help with this statistical term. Thanks.

formation of the average

Explanation:
Neither the implicit calculation using the Taylor rule, nor a formation of the average over a long period appears satisfactory.

'average formation'would be open to misinterpretation, as the average of formations, hence the longer unambiguous translation that also flows better.

The Eisenreich/Sube mathematics dictionary defines "Durchscnittsbildung" as "meet operation" or "intersection operation"

compiling an average

Explanation:
Durchschnitt is an average. Bildung is from bilden, here it means literally to form something.
..nor taking an average over a long time seems satisfactory.
I studied mathematics, but the clue to this is just to take the word apart and use an ordinary dictionary.

Explanation:
What are these statistics referred to?
Because Bildung means also education...
So, it could also mean an average education for a longer period of time, which could not be enough...
