neutral  Beer Monster: The term "Mr Winkie" is not particularly common in the UK, where "Willie" is in greater useage. Neither is the prefix "Mr" so common in the pet name for penis. "Willie" originated from an insult to the Kaiser Wilhelm during WW1 and continued in use.

I am afraid that the foresaid dictionary does not give all (pracctical) aspeccts of the word:
Mr or Mrs in colloquial Englis whenever preceding a sarcastically specified job/activity name is a sort of harmless pun (word) so exemplifying it, lady cleaning my office is Mrs 'Broom'. This sexually connotated word is a sord of a friendly (I underline here again) usu. practical joke. If Mr Winkie is pinned to his jacket esp. when everyone knows he is alone as his wife visits her mother etc.
