I had been thinking about translating this as just "opening." But what it seems to be ultimately referring to throughout this document is that the migrants have real and genuine access to services, education, etc., that they are encouraged to apply for services, welcomed, made to feel comfortable. That they don't just have access to these things in "name only."

Just a thought... what about mainstreaming (there is more than just gender mainstreaming...)

As far as I know, mainstreaming is used to describe the provision of opportunities . It is used to describe the integration of special needs children into the school system, for example (see below). You might have to alter the structure of the sentence a bit.
