The EB transliterates the first as "Dedan" with a score under the letter 'a' which must refer to a transliteration rule in Arabic. For "Lihyan" the letters 'h' and 'a' have scores; I take it as they are pronounced one way or another. The best bet is to ask an Arabist how to transliterate.
