You know that this was my version. ;-)
In Ushakov's dictionary it's said: "Длинный ряд точек" with the mark "тип." (типографское).
So I still believe it's not a "three dots" sign, but "a row of dots" like:

OK, some more info I\'ve just found. Regarding \"отточие документа\", properly.
It seems that the mark indicates the following case:
when an author quotes a document, \"отточие документа\" means \"three\" or \"many\" dots which are the part of the document quoted. It has to indicate that the dots are not added by the author, they are part-and-parcel of the document quoted. The reason is to distinguish between dots which shows that the author who quotes a document has omitted some part of it and the case when the dots are the part of the initial document quoted.
So, maybe, you may say \"dots in the source/initial document\" in your translation of the remark.

: Or indeed ellipsis or "leader" or "suspension points" (?) - if it signifies a word (expletive???) left out. I would go for "ellipsis" though - feels fine for the type of document Asker describes.

Затем выберите кнопку ***Leader (Отточие)*** в левой части диалогового окна. В раскрывающемся списке можно выбрать вариант отточия из предложенных стандартных. Можно сформировать заказное отточие. Для этого выберите из списка пункт Custom (Заказное), а затем введите вид отточия в строке ввода рядом с кнопкой ***Leader (Отточие)***. Заказное отточие может состоять из одного или двух символов, например точки и пробела.
