so verstehe ich das auch, denn bei der USt-Ident-Nr. geht ja aus dem Buchstabenkürzel hervor, für welches Land sie gilt (DE für Deutschland etc.)

Ich verstehe das 'it' auch so wie du, also dass es sich hier auf das anwendbare Recht im Streitfall (zwischen offensichtlich mehr als zwei Parteien) dreht.
