I believe this is about the distinction between doing a test print on lesser-quality paper and doing a test print on the paper that will actually be used for the publication. The literal translation "edition paper" doesn't seem to be used.

oplagepapier (oplagevel)

Explanation:
TAPPI: TIP 0404-36 Paper Grade
Classifications
• A particular grade of paper is typically identified in one or more of the following three ways:
• Final use of the paper
• Furnish used in making the paper
• Type of machinery which was used.
• Example: “off-machine coated
groundwood publication paper
• 100’s of specific paper grades
• 12 major grades are in common
usage and represent over 95% of
all paper tonnage produced

The final use in the example above = publication paper

Since the early eighties, the production value of wood, paper, publishing and printing has increased to account for more than 10 % of total European manufacturing.
The pulp and paper industry consists of five key business areas: pulp, publication paper (newsprint and magazine), high quality paper, paperboard and tissue.

The Commission’s worries were easily understandable given the industry context at that time. In 2001 the Commission was faced with the third major merger proposal in the European publication paper industry since 1995. In addition, the industry had come under close scrutiny because of a Commission investigation of alleged collusive behavior in the newsprint market that had run for several years. Furthermore, the company that was about to be purchased, Haindl, was
considered at the time a pioneer in the investment into new equipment and the use of recycled paper as an input for paper production. The Commission clearly felt that a particularly disruptive “maverick” competitor would be taken from the market.

Other companies like Haindl and Norske Skog specialize in the production of “publication paper”, which this merger is concerned with. Publication paper includes the broad categories of “newsprint” and “magazine paper”.

Notes to answerer
Asker: Not sure about this one because in the example you give it lists publication paper as being different from high quality paper, and in the case of my text the "oplagepapier" is a so-called luxury paper. But interesting as a word for magazine and newsprint paper. Thank you for responding.
