-again- it's hard to judge which one you should pick. More context is definitely needed.
I know this sounds a bit 'easy', but an 'administrative organization' can e.g. refer to only the central staff, the accounts receivable management & the proposal development teams, but could also be the complete administration of e.g. a town/community/city...
