By definition a "mint" is a small, tiny candy with a mint flavor only. However, there are all kinds of mints on the market: cinnamon mint, citrus mint etc. In most cases, those do contain peppermint oil regardless of the flavor but not always. Basically anything that refreshes the breath can be considered a mint. Your sentence indicates that the indians were making a refreshing tiny candy using oregano. I don't think mint(the plant)was involved in this case.
